Film director S Seeman, who was arrested on July 12 last for agitating against the killing of Indian fisherman Chellappan by the Sri Lankan Navy, was refused bail by the Principal Sessions Judge (PSJ) on Friday.

A reading of petitioner’s entire speech showed that it was provocative and inflammatory in nature and could incite disharmony, the judge pointed out.
